Innovations for a sustainable infrastructure

The 69. BetonTage will take place at the Congress Centrum Ulm from March 11 to 13, 2025. Under the guiding theme of “Rethinking sustainability”, top-class experts from science and practice will present the latest developments in building with concrete components. The industry event will set a new focus with the first Infrastructure Day on March 11, 2025. For an entire day, the focus will be on current developments and challenges in the field of sewer and civil engineering. The presentations will highlight pioneering projects and sustainable concepts for the infrastructure of tomorrow. The 1st Infrastructure Day is being held in cooperation with the Bundesfachverband Betonkanalsysteme e. V., Bonn. In addition to manufacturing companies, the event is aimed at civil engineering planning offices and the public sector.

Technical solutions for today and tomorrow

The 1st Infrastructure Day will start with a practical report by Jorg Schrabback, Sika Deutschland CH AG & Co KG, Leimen. He will present the production of a 100% recycled concrete pipe using the innovative Sika reCO₂ver process. Katja Ehrich, Kiwa GmbH, Beckum, will then give an insight into the Netherlands. Her presentation will focus on the innovation-friendly framework conditions in the neighboring country and highlight possible future scenarios for the German construction industry.

Dr. Thomas Neumann, SCHWENK Zement GmbH & Co. KG, Karlstadt, will provide an outlook on innovative cement technology and discuss what developments the industry can expect in the coming years. The chair of Dr.-Ing. Sven Mackenbach, RWTH Aachen University, researches tailor-made solution-oriented approaches for relevant stakeholders across the entire construction value chain in the context of sustainability and circular construction. In his lecture, he will present representative examples.

RA Sascha Häfner, Die Autobahn GmbH des Bundes, Berlin, provides information on the new standards for tendering and awarding public construction projects and discusses the CO₂ shadow price model and new sustainability criteria. His practical example illustrates how tendering can be more sustainable and efficient in future. The presentation by Marco Herberger, MTS Schrode AG, Hayingen, demonstrates the increasing importance of digital tools for optimizing infrastructure planning. To conclude the 1st Infrastructure Day, Prof. Dr. Heiko Sieker, Ingenieurgesellschaft Prof. Dr. Sieker mbH, Hoppegarten, will shed light on the role of digitalization in rainwater infrastructure. He will show how controlled small storage tanks can contribute to the efficient use of rainwater.

The Infrastructure Day will be moderated by experts Hans-Georg Müller, Dr.-Ing. Markus Lanzerath and Stefan Schemionek from the German Concrete Sewer Systems Association.

Networking and exhibition

From 5 pm, Infrastructure Day participants can also take part in the official opening of the congress. The keynote speaker will be Boris Palmer, Mayor of the university city of Tübingen, who is known for his provocative behavior. His article “Against the bureaucracy of construction” shows how a jumble of regulations in Germany delays or even prevents many important municipal projects. He calls for more freedom of action in local politics and proposes approaches to reduce bureaucracy in construction.

To round off the day, the subsequent FAIRbinden industry get-together within the exhibition will offer further opportunities for networking in a relaxed atmosphere with musical accompaniment.

“Rethinking sustainability” is the mission of the 69th BetonTage. The leading congress of the concrete and precast concrete industry will take place from 11-13 March 2025 at the Congress Centrum Ulm, featuring a new program structure and focusing on the ecological and digital transformation of the construction industry. What can drive the paradigm shift forward? What will the building of the future look like? What leading role will prefabrication play? All presentations will deal with these questions and present solutions. Selected panels will again be translated into English. The industry event will once again be accompanied by an extensive exhibition with companies and start-ups from the supplier, machine and software industries.

New program structure

The structure of the program has been revised for the upcoming BetonTage. The congress will start on March 11, 2025 with the 1st German Infrastructure Day. The all-day event will be organized together with the Federal Association of Concrete Sewer Systems. The lectures will present future-oriented sustainable solutions for sewer and manhole systems as well as decentralized rainwater management and will focus on civil engineering planning offices and the public sector as tendering bodies as new target groups.

At the same time, the panel “Everything that is LEGAL” will take place from 1 p.m. for manufacturers of precast concrete parts and concrete products. Concrete legal and economic assistance for day-to-day operations in increasingly difficult times will be on the agenda.

The official opening of the congress and exhibition will take place at 5 pm. The keynote speech after the welcoming addresses will be given by Boris Palmer, Lord Mayor of the university city of Tübingen, who is known for his provocative approach. His contribution “Against the bureaucracy of building” shows how a jumble of regulations in Germany delays or even prevents many important municipal projects. According to the former Green politician, the level of sensible bureaucracy in Germany has long since been exceeded. He calls for more freedom of action in local politics and proposes approaches to reduce bureaucracy in construction.

The subsequent FAIRbinden industry get-together at the end of the first day of the congress offers the opportunity to network in a relaxed atmosphere. Snacks, drinks and musical accompaniment within the exhibition provide the perfect setting. There will also be plenty of time for personal discussions on Wednesday evening with the large Maritim buffet.

Extensive specialist program – Guest country Brazil

The future of construction belongs to prefabrication. Contributions on the manufacture and construction with concrete components therefore run like a red thread through the program of the 69th BetonTage. This year, participants will gain insights into the up-and-coming guest country Brazil. Iria Doniak, the current fib President, is herself the owner of a precast concrete plant. Despite the fundamental reduction to the two main days Wednesday and Thursday for the specialist program, the program diversity has been fully maintained, with parallel sessions also taking place in the mornings. They were again planned in cooperation with the trade organizations and provide important practical impulses.

The contributions range from structural precast construction to lightweight construction, serial and modular construction, additive manufacturing and the re-use of concrete components. Selected architectural solutions made of lightweight concrete and cast stone will also demonstrate the potential of precast concrete construction in residential and commercial buildings. The panel “Urban design of living spaces” addresses the manufacturers of concrete blocks. Presentations and demonstrations as part of the practical workshop will address questions from the day-to-day operations of production managers in the factory.

Science plays a key role in achieving climate targets in the construction sector. The panel “Practical research for concrete” will showcase pioneering developments in the field of concrete technology. Modern concretes and resource-saving cements play just as much a role as the use of multifunctional innovative concrete components.

“Rethinking sustainability also means looking for innovative solutions together with everyone involved in construction,” says event organizer Dr. Ulrich Lotz. On March 13, 2025, the 6th “Future Day Construction Industry” will therefore be held in cooperation with the construction industry. In addition to precast concrete manufacturers, the target group includes managers from construction companies, architecture and engineering firms.

Marketplace for industry partners

Numerous companies from the supplier, machine and software industries as well as start-ups will once again be presenting themselves at the 69th BetonTage in the exhibition accompanying the congress. In addition, selected companies will provide information about their products and new developments in the “Innovation Forum”. Dyckerhoff GmbH will once again be the main sponsor, with Pemat Mischtechnik, Deutsche Bauchemie and Syspro on board as further prominent partners.

You can find the detailed program at www.betontage.de/fachprogramm

“In our country, bureaucratic rules seem to be set in concrete more firmly than some bridges. We should work together to ensure that this changes.”

Boris Palmer, then a member of the Green Party in the Stuttgart state parliament, was elected Mayor of Tübingen in the first round of voting on October 22, 2006 and took office on January 11, 2007.
On October 19, 2014 and October 23, 2022, he was re-elected in the first ballot.
His third term of office began on January 11, 2023 and will last eight years.

Palmer began his university studies in Tübingen in 1993.
In 1994 he successfully passed the Graecum examination, in 1997 he studied in Sydney (Australia), and in 1999 he completed his studies in mathematics and history with the first state examination.

Boris Palmer continued the political commitment that he was born with as a student newspaper editor and as an environmental and transport officer for the General Student Committee during his studies.
At the University of Tübingen, he was involved in the introduction of the semester ticket for students and the night bus networks in Tübingen and Reutlingen.

In March 2001, Boris Palmer won a seat in the Stuttgart state parliament as a Green candidate for the Tübingen constituency.
He served there for one legislative term as environmental and transport policy spokesman.
In 2004, he ran for the office of Lord Mayor of Stuttgart and achieved 21.5 percent of the vote.
His partisanship in favor of CDU incumbent Wolfgang Schuster before the second round of voting, in which Palmer no longer took part, caused a sensation.
After his re-election to the state parliament in March 2006 with a record result of 32 percent in the city of Tübingen, Boris Palmer became deputy chairman of the Green parliamentary group in the state parliament.

In his speech to the citizens, he announced that he would make local climate protection the central theme of his term of office.
His vision is blue growth: prosperity and quality of life without overburdening nature and the climate.
In 2008, Palmer launched the climate protection campaign “Tübingen goes blue”.
In spring 2009, Palmer’s first book was published with the title “Eine Stadt macht blau – das Tübinger Klimaschutzmodell”.
In July 2019, the Tübingen municipal council decided that Tübingen should be climate-neutral in terms of energy-relatedCO2 emissions by 2030.

In summer 2017, Palmer’s book “We can’t help everyone: A Green on integration and the limits of resilience” was published.
This was followed in fall 2019 by the book “First the facts, then the morals: Why politics must start with reality”.
Numerous appearances on TV programs and reports in the print media have made him known far beyond the city limits.
During the coronavirus pandemic, Boris Palmer advocated a “Tübingen way” that protects at-risk groups and allows as much normality as possible.

In May 2023, Boris Palmer declared his resignation from the Alliance 90/The Greens party.
He has been non-party since then.

At the BetonTage, he will give a lecture on “Against the bureaucracy of construction” in the opening plenary session on March 11, 2025.

Drive for sustainable construction with concrete & concrete components

Under the motto Shaping transformation, the annual BetonTage took place from May 14 to 16, 2024 with around 1,800 people, a fully booked exhibition with 140 exhibitors from the supplier industry, 10 start-ups and more than 120 presentations at the Congress Centrum Ulm.

Challenges and prospects

The industry event was opened by Friedrich Gebhart, Vice President of the European umbrella organization BIBM and President of the initiating trade association Beton- und Fertigteilwerke Baden-Württemberg, for whom the motto was “to present concrete solutions for significantly reducing the CO2 footprint of construction at the BetonTage”.

With a decline in building permits and incoming orders, up to -30% in residential construction, a peak in cancellations, canceled subsidies, burdensome interest rates and high construction costs, it is precisely the participants and exhibitors from the supplier industry who offer the opportunities for the construction of the future. The BetonTage are the platform for discussing ideas for shaping the transformation together. Research and practice, start-ups and committed “leaders” in the industry are just as much in demand as key players from the materials side: cement, alternative binders, digitalization providers and concrete chemistry.

All of the aforementioned and other indispensable stakeholders such as architecture and engineering firms were present and responded to the call in terms of content across all days of the event: The presentations from science and practice focused on sustainability and decarbonization, resource efficiency and recyclability as well as sustainable prefabrication as the future of construction.

Sonocrete GmbH from Cottbus won the 2023 Concrete Components Supplier Industry Innovation Award. The prize was awarded on May 14, 2024 as part of the opening of the 68th BetonTage in Ulm. The company received the award for its ultrasonic premixer, which makes concrete harden faster. This can reduce CO2 emissions during concrete production by up to 30 %.

CO2-reduced concrete
Cement is an indispensable component of concrete. But it also has the largest CO2 footprint. Although there are already more climate-friendly cements such as CEM II and CEM III with a lower clinker content, they have the disadvantage that they generally make the concrete harden more slowly. This affects the production cycles in precast concrete plants and thus their profitability.

This is where Sonocrete’s innovation comes in. The premixing plant uses high-performance ultrasound to accelerate the reaction of the cement and thus the hydration of the concrete. All this is done without the use of heat or chemical activators. The system enables a significant reduction in the cement or clinker content in the concrete mix, while maintaining the same early strength and quality. CO2 emissions from concrete production can thus be reduced by up to 30 %.

Here’s how it works: part of the cement and part of the water in the concrete mix is premixed in the plant and treated with ultrasound. This creates cavitation in the cement suspension, which leads to locally extreme conditions. On the one hand, this contributes to better dispersion of the cement and, on the other, to faster formation of strength-giving C-S-H phases. After a maturing period, this activated suspension is added to the concrete mixer with the remaining ingredients at the start of mixing and the mixing process is started as usual. The actual production of the concrete and the components is not changed.

Sonocrete technology has already been tested in practice and can be used in almost any precast concrete plant. It functions as a bypass system and can be seamlessly integrated into existing production processes without significantly changing the usual concrete production. The first system has already been installed in a precast concrete plant in North Rhine-Westphalia, and two more are currently being completed.

The Innovation Award of the Supplier Industry for Concrete Components is awarded annually by FBF Betondienst GmbH, organizer of BetonTage, and the trade journal BFT INTERNATIONAL Betonwerk + Fertigteil-Technik. Prizes are awarded for exemplary innovative products, processes and services from the machinery, software and supplier industry in the precast concrete industry. The main selection criteria for the award are the degree of innovation and originality of the proposal, the relevance for the precast concrete industry, the market and application potential and the consideration of technological standards.

Sector sales fell by 10

Companies in the German precast concrete industry generated a turnover of over 8 billion euros in 2023. This corresponds to a decline of 10 percent. In view of the economic situation, the industry is expecting a further decline in sales of 10% for the current year. This was announced at the press conference of the 68th BetonTage on May 14, 2024 in Ulm.

Housing slump

High construction costs, rising interest rates on loans and an unsteady subsidy landscape unsettled many people looking to build last year, while others were simply no longer able to afford to build. In particular, manufacturers of concrete components such as stairs, ceilings and walls had to contend with the consequences of the decline in building permits and the unfavorable conditions in residential construction. The production of large-format ceiling panels, for example, fell by 30 percent and sales dropped by 27 percent. Large-format wall panels also recorded a decline in production. It amounted to minus 9 percent, while sales fell by 16 percent. Manufacturers of bricks and blocks also had to cope with a 21% decline in volumes.

There were also declines in the manufacture of concrete products for road construction, gardening and landscaping. The production of concrete paving blocks fell by -35 percent, while sales declined by 9 percent. In the case of concrete paving slabs, the decline in volume was 18 percent and in turnover 16 percent.

Demand in commercial construction also declined. This was felt by manufacturers of structural prefabricated parts, who produce components such as beams, columns and trusses for commercial and industrial construction. They suffered a 10 percent drop in sales and volumes fell by 17 percent.

Manufacturers of drainage components such as concrete pipes and manholes felt the effects of the public sector’s reluctance to invest in civil engineering. Their turnover fell by 3 percent and volumes by 13 percent.

Rising producer price indices

The producer price index for building materials, bricks and mortar products rose by 17.6% overall in 2023 compared to the previous year. The index for cement recorded an increase of 32.4%. In the prefabricated concrete products segment, the price indices for large-format ceiling panels rose by 3.8 percent last year, and for wall components by 7.4 percent. Prices for structural prefabricated parts recorded growth of 10.7 percent. The index for concrete pipes was +13.7 percent. The producer price indices for concrete paving stones and paving slabs were +11.6% and +9.2% respectively. Rising producer price indices are also expected for 2024.

Bleak prospects for 2024

The industry is also expecting a further decline in sales of around 10% for the current year. Housing construction remains a problem child. The goal of building the urgently needed 400,000 homes per year is receding further into the distance. At the same time, prefabricated concrete components in particular could be used to quickly create high-quality living space. The industry is calling for further investment incentives such as a reduction in land transfer tax and fewer cost-driving regulations that make building more expensive overall.

The turnaround in interest rates, high construction costs, worsening housing subsidy conditions and pronounced uncertainty for everyone involved in construction have already triggered a downturn in the construction industry in 2022. This worsened massively in 2023 and hit residential construction particularly hard. Real construction investment in 2023 fell by 2.7 % compared to the previous year; the decline in residential construction was 3.4 %. While construction companies had to contend with material bottlenecks in particular in 2022, the main complaints in 2023 were a lack of orders and cancellations. The demand situation in construction has also caused the production of building materials to collapse: The production index fell by 16.4% in 2023, with residential construction-related sectors such as the tile and brick industry recording even greater declines. The precast concrete industry is also affected by significant declines, although the drop varies depending on the product group. Overall, the sector is experiencing less severe declines than sectors that are purely focused on residential construction due to the diversified customer structure.

The slump in demand for building materials continued at the start of 2024. In the first quarter of 2024, there was a further year-on-year decline of 15.3% in the production of building materials, bricks and soils. Sub-sectors that primarily supply the residential construction sector also had to cope with declines of 30 to 60% in the first three months of this year compared to the already weak months of the previous year. The outlook remains negative for the time being. The latest figures on building permits continued to fall, with the number dropping by 24 percent up to and including February 2024. In view of this, it must be assumed that the construction crisis will not be overcome in the short term, although the construction segments are likely to continue to develop differently. While the outlook for residential construction remains weak, the decline in non-residential building construction is likely to be less pronounced, as the segment as a whole is less sensitive to interest rates. The outlook for civil engineering is cautiously positive: significant investments are planned in the renovation of the rail network and the expansion of the energy infrastructure. For the building materials, bricks and mortar industry, the bbs expects production to fall by 5 to 10% in 2024 compared to the previous year.

Demands on building policy

The current housing crisis is having a significant social and economic impact. The shortage of living space due to the far too little new construction is likely to cause rents to continue to rise significantly and is an obstacle to immigration into the labor market. The German government has already introduced measures to stabilize construction activity, such as the temporary introduction of declining balance depreciation in rental housing construction and the planned expansion of KfW subsidies. However, the sharp rise in interest rates remains a challenge. A broad-based interest rate reduction program could make an important contribution to boosting construction again. In addition, all ancillary building costs, such as land transfer tax, must be scrutinized. In the area of public construction, a reliable financing perspective is of central importance: clear signals are needed from politicians to ensure that funds are made available in line with demand so that the necessary capacities can be maintained in the construction industry.
